In the process of AI upgrading, traditional enterprises generally need to overcome three major difficulties: outdated factory equipment models, inconsistent data formats, and challenges in training AI models; there is a scarcity of compound talents who understand industrial scenarios and are proficient in AI; small and medium-sized enterprises have limited Computing Power procurement budgets and are hesitant to take risks.

In the face of these challenges, Shenyang is actively seeking a breakthrough. All parties in the industrial chain have jointly explored new solutions: leading with policies and empowering through platforms such as intelligent computing centers, combining targeted training of composite talents, demonstration-driven initiatives, and ecological construction to develop a three-tiered integration model. The bottom layer is the inclusive Computing Power of the computing centers; the middle layer consists of industry solutions provided by enterprises; and the top layer is the establishment of industry-academia-research alliances to share data resources.

The intelligent computing center plays a key role in this process, supporting the ecological development of multiple industrial clusters and promoting the transformation of traditional industries such as mining, healthcare, and power grids, as well as the rise of emerging industries such as artificial intelligence.
