According to the U.S. Constitution, generally, any individual considered an important official of the U.S. government needs confirmation from the U.S. Senate. The White House describes Musk as the head of the 'Department of Government Efficiency' as a 'special government employee.' The state attorneys general stated that the court should prohibit Musk from issuing orders to any administrative department personnel outside the 'Department of Government Efficiency' and declare his actions as not legally binding.
